Your calculation is correct only if you just park there without going out, that means you won't drive out, then 2100 (what's the purpose of the car then??).  For example, if I drive in and out, return to home at 7:00 in the evening and then 8:00 amout for work, then the next morning you need to pay 70, plus 5 hours X 12 =60 (7:00 p.m. until 12:00 a.m.), that means, the next morning you need to pay $130.  Which means that you need an average of at least 130 per day, then on month average will be 130 X 30 or 31........  If for Sat, I need to be in and out, then you need to pay by hourly each.

Because the 2/F reserved spaces are finally open.  There are more spaces in 2/F now.
